لقاء حول مكافحة الجريمة في لندن

عقد اتحاد المصريين فى بريطانيا لقاء مع مسئولى الشرطة البريطانية حول بحث مشكلات الجريمة فى لندن وخصوصا مكافحة الارهاب وأولويات الشرطة فى الوقت الراهن ودور الجاليات المحلية فيها بما فيها الجاليات الاسلامية.
وشارك فى الندوة طارق جافور نائب قائد شرطة لندن والذى يعد أكبر ضابط شرطة مسلم فى لندن ويتولى مسئولية العمليات المركزية بالمدينة وخصوصا فى منطقة ويستمنستر بوسط العاصمة.
وقال ان التهديد الارهابى بالنسبة لمدينة لندن ما يزال كبيرا للغاية وخصوصا منذ أحداث السابع من يوليو عام 2005 مشيرا الى أنه بالنسبة للجاليات المحلية فى لندن فانه بعد لقائه مع ممثلى مختلف الجاليات تبين له أن الغالبية العظمى منها تدين قتل الأبرياء والارهاب مشيرا الى أنه فى نفس الوقت ليست هناك جرائم كبرى ترتكب من جانبهم بالرغم من بعض المشكلات الأقل خطرا.
وأضاف انه منذ السابع من يوليو فهناك تركيز على الجالية الاسلامية فى لندن وهى تشكل حجما ليس بسيطا وقادمة من خلفيات ثقافية وحضارية مختلفة وهناك ردود فعل مختلفة تجاه النظر الى قضية الارهاب.
وأوضح أنه رغم وجود فئة بين هذه الجالية ممن ـ مع الأسف ـ قد يحملون بعض الأفكار الفاسدة لكنه أكد على أنه بالرغم من أن التهديد الارهابى موجود وحقيقى لكن معظم احتمالات هذا التهديد تأتى من أشخاص ولدوا فى بريطانيا.
وأشار جافور الى أن هذه الفئة الفاسدة ربما تشعر بالغضب أو الظلم أو التمييز ضدها مما قد يجعلها معرضة لتأثير الأفكار الفاسدة من جانب آخرين ليس فقط فى داخل بريطانيا بل من خارجها أيضا وبالتالى يمثلون خطورة على البلاد وتعمل الشرطة على اتخاذ كافة اجراءاتها لمكافحتهم .
وأوضح أن قيام شرطة لندن بدورها فى هذا الاتجاه أدى الى أن تفهم بعض الجاليات هذه الاجراءات فهما خاطئا وتشعر بالخوف وبالرغبة فى عدم الاندماج الاجتماعى.
وأكد جافور على أن الجاليات هى التى تلعب الدور الأكثر فاعلية فى مكافحة الارهاب أكثر من جهات تنفيذ القوانين بمفردها.
وقال ان لندن تعد من أقل المدن الكبرى عالميا التى تشهد جرائم توصف بالجريمة المنظمة الخطرة بالرغم من حدوث حوادث من هذه الجرائم مشيرا الى أنه حدثت 29 جريمة اختطاف رئيسية على مدى الشهور القليلة الماضية كان من بينها 26 جريمة بين الجاليات .
وأشار الى أن هذا العدد ما يزال قليلا نسبيا فيما يتعلق بشبكات الجريمة المنظمة والتى تتخذ أحيانا أبعادا محلية أو عالمية كما أنه قليل بالنظر الى الجاليات عموما لكن له تأثير غير ايجابى فى نهاية المطاف.
وأكد على ضرورة التعاون بين جميع الأطراف بما فى ذلك الجاليات المختلفة لخفض مستوى الجريمة وانتهاك النظام والسلوكيات المناهضة للقواعد الاجتماعية والسعى الى تحسين مستوى التعاون بين أصحاب الأعمال وبين الشرطة وبين سكان المناطق من خلال عدد من الوسائل مثل خفض معدل الجريمة المنظمة والعمل على زيادة الثقة من جانب الجاليات المختلفة فى الشرطة.
كما شدد جافور على أهمية التعاون بين الضباط المحليين وبين الجاليات فى لندن لمواجهة المشكلات المحلية التى تواجهها الجاليات.
وقال مصطفى رجب رئيس اتحاد المصريين فى بريطانيا انه منذ أحداث السابع من شهر يوليو عام 2005 وكان ينظر الى الجاليات الاسلامية نظرة مريبة ومتهمة أحيانا كلما حدث شىء من الارهاب وعانت من هذا فى بعض الأوقات مشيرا الى أن الجاليات الاسلامية ليست بهذه الصورة ولا تريد حدوث أية أعمال من هذا فى بريطانيا .
وأكد على ضرورة التعاون بين الجاليات المختلفة مع المساعى الرامية لمكافحة خطر الارهاب مضيفا أن أعضاء الجالية شاركت فى العديد من المؤتمرات وورش العمل من أجل هذا الغرض.
وقال انه يمكن استخدام مختلف وسائل الرقابة الا أن السبيل الأفضل هو تحقيق العدالة فى مواجهة البعض ممن قد يفقدون أعصابهم وقد يرتكبون أفعالا غبية على حد وصفه مؤكدا أن الجالية المصرية على اتصال وتعاون مع الشرطة البريطانية ومع الخارجية البريطانية فى هذا الاتجاه معربا عن أمله فى أن يعيش الجميع فى سلام.

Dear Mr. Mayor

I would like to introduce myself as an Egyptian doctor, who has a deep interest both in history and the relationship between our two great nations. Over the last year I have thought increasingly about the symbolism of that wonderful obelisk on the Victoria embankment. Cleopatra's Needle is formed of red granite and is 3500 years old. It stands 68 feet high and looks over the river Thames in the City of Westminster near Hungerford Bridge. At the turn of the 19th century, Egypt had recently opened its doors to the world under the strong leadership of Mohammed Ali. Though Albanian by birth he grew to have a vision that Egypt must be a central part of the new world order. He reached out to world powers and donated The Famous Obelisks to London, Paris and New York, thus demonstrating an even-handed friendly approach by including those who had not always been traditional friends. The London obelisk was presented to England in 1819 but lack of funding meant that it would remain in Alexandria until 1877 at which time Sir William James Erasmus, a renowned dermatologist, generously funded its
transportation to London. The Obelisk was erected in August 1878. Four years later Alexandria was bombarded by the English and Egypt entered a 37 year period of colonial rule. I feel strongly that it is time to reaffirm friendship and to strengthen the bonds between the peoples of London and Alexandria. To commemorate the 130th anniversary of the erection of the obelisk in London it would be an
appropriate Gesture for a replica obelisk to be constructed and donated by the people of England to the people of Egypt. On the day of its erection on the corniche in Alexandria synchronous celebrations in the two cities
would mark the beginning of a new era of friendship, appreciation, respect and understanding between the peoples of the cities.
I am a European citizen, but Egyptian by birth, and have a deep understanding of both cultures. I am a dermatologist and feel empathy with Sir
Erasmus Wilson. There is great potential benefit to the people of Alexandria and London from cooperation and goodwill and it is for this
reason that I am writing. I understand the Egyptian mind and know that a symbolic gesture would mean a lot. It would become a priceless piece of their history and could have incalculable benefits. I have also given much thought to the exact location on the Alexandrian
corniche where the "English" obelisk could be erected. It is only meters away from the original site where its predecessor first stood 3500 years ago overlooking the Mediterranean Sea. It could stand on a dais, built near the sea, opposite to the square of "Saad Saghloul Pasha" which is home to his magnificent Bronze statue on its magnificent red granite base, flanked by two bronze lady statues symbolising upper and lower Egypt. In 1919 it was Saad Pasha who led a peaceful revolution resulting in Egypt's independence from British rule. The juxtaposition of these two objects would symbolise an important period of our past and the start of a new era of friendship and peace. The symbolism is even greater than this. Its erection on an embankment resembles its placement in London. Being situated by the old
harbour it points like an arrow to Europe, opening the window to other cultures just as Cleopatra's Alexandria always did in its day. Alexandria was the meeting point of ancient civilizations and played a big hand in the sculpturing of Greek and European civilisation. Alexandria was the centre of science, literature, multiculturalism and art in the Hellenistic world for the three centuries of Ptolemaic rule. The Ancient Library of Alexandria housed works from all civilizations and in all languages. In the late 19th and early 20th century it was a great example of cosmopolitanism. People from many European countries came to settle in Alexandria and by 1920 the population comprised 53% foreigners and 47% Egyptians. After the revolution of 1952 nationalistic and socialistic elements led to a retreat of our cosmopolitan nature. More recently Alexandria has launched a program to restore its multicultural appeal. This is manifested in the extensive programs sponsored by the new Bibliotheca Alexandrina and the cultural palaces as well as the revival of classical and neoclassical European architecture. The educated class has gained a lot and broadened its views of the world. But the common people need a more visible and tangible way by which they can start to think of the West as friend rather than foe. This is to help them see beyond their prejudices and assumptions about the West's perceived hostility towards their culture and religion. Symbolic acts may be more valuable now than ever before. It is all too easy to create misunderstanding between the peoples of the East and the West and to undermines more positive forces. I cannot stress enough that, in the mind of most Egyptians, the sort of gesture to which I have alluded above would speak more than a thousand words and could have lasting value.

Dear Dr El-Segini

Thank you for your email of 26 March regarding Alexandria, Egypt. I am responding on behalf of the Mayor.
The Mayor decided at the beginning of his first term that London's international work would focus around three strands of work: our Partnership Cities programme (with Moscow, Paris, Berlin, New York and Tokyo) where we share best practice with other world cities around policy exchanges, and are developing constructive bilateral relations with Shanghai and Beijing; our Friendship Cities programme
(Delhi, Dhaka, Dublin, Kingston and Johannesburg) where we celebrate the links we already have with these cities because of London's communities and history, and our work through London House in Brussels where we make the case for London within the European Union.
There are many other cities in the world, including Alexandria, with whom closer links would be beneficial to London. However, at this stage and with finite resources, the Mayor cannot make the creation of new city relationships a priority. I am sure you will understand that this is no way reflects on the
particular case you make for Alexandria and the close connections between Egypt and the UK.

Dear Ahmed,

Yes that is exactly what USA-UK-Israel are doing, I have said it over and over and people kept saying no they have legitimate reasons. That is not true and we all know this by now, there were no weapons of mass desctruction and in a just world the United States would be taken to court for invading another country under a false pretense. But you know how it is. This is modern day imperialism in an attempt to disguise it and it will continue until we stop it. That is why it VERY important for us to take a stand for our rights in a diplomatic manner. This goes for us in the west but also our families in the east need to put pressure on their governments to become mroe active.

Today while reading the BBC website I came across an article that Newsnight has found Isaeli experts in Kurdish areas in Iraq!
People in the middle east have long suspected Israeli involvement in Iraq and this is the proof they have been waiting for. It flies in the face of the Saddam trial and the claim that the Iraq war was a war against terror.

It would be enormously interesting and helpful to occasionally read a contribution that is 'actually' supplied and informed by the various directions that participate to this site. Most people who participate here, I suspect, like to think or consider themselves to be well informed and independent people.
Most others who might read this site (I certainly hope so) know how to find the bbc web site and the other various news portals that provide a method of seeing and browsing factual news stories and their content. Of course, place a link and use any published material-but it would add value to support thgis with clear and easy ideas. It is one of the aims of this Group as a forum. I am sure plenty do want access to valuable insight that is engaging and interesting. I am afraid, I cannot see an issue in commenting about another article that appears elsewhere and then presenting this with the prospect of shaping opinion or building consensus. It is rather hard when you stare at it on the bbc website and much time has already passed to influence anything. That is why it is there.
I expect, according to the message and your general thrust in letting us know about a story that appears on the bbc web site, that you are well informed. I don't understand why training Iraqi Kurds is objectionable by the Israeli Defense Forces and their various organs. There are several reasons for this.
First. Israeli technical assistance is not a new thing. They assist and provide a contractual rolling after- market support service to re-equip the Israeli modified (but US built M1A1 Abrahams tank) to the Turkish Armed Forces. They also supply the inflite radar screen that is fitted to the F16 interceptor. The contract runs for 25 years and this is not CIA information. Specialists who know where to look will be able to confirm this-and I suppose yourself too.
Second, the Israelis also co-operate with the Ethiopian givernment in the field of
desert rescue, mine clearance and other limited military activities. Third, the Israeli have helped and do so even today, assist the Iranians (an Islamic Government) in specialist technological aspects of various forms but this is more to keep an open channel to speak, communicate and assist. The Kurds, and please pardon, me but also suspect according to your declared posted message, are a group of people with whom you might possibly sympathise. The Kurds are a persecuted minority people who have suffered horrendous crimes at the hands of the Iraqis and the Turkish people (for several centuries actually). Both these latter countries are avowedly Islamic but secular to various degrees. Therefore, what is the problem in Israel helping a group of people that has been tortured, killed and gassed by the Iraqis and the Turks themselves and most if not all the Arab countries (with the exception of Egypt actually). The proof is simple. Take a copy of the message you posted on this site, go to Victoria Station in London at 9am on any week day and you will see many misreable Kurds who are honest and want to live and work. Ask them who they consider to be better and beneficial to their lives and 'survival'?! I actually doubt you would be well received if you told them you were Egyptian, an Iraqi, a Turk or any Arab denomination. Even a Kuwaiti! I think you misunderstood the BBC story. Helping Kurds or complicit invlovement in Iraq are two different things. Read and understand my explanation above. Even if the Israelis are helping covertly or with the tacit support and acceptance of the Kurdish Government, in what way is this wrong and what exactly should they expect from the Arabs who you are a part of presumably. Why is this assistance by Israel a potential contravention? I cannot understand this. Your suggest that Israeli involvement in Iraq has somehow been proven because of you telling me and others to go and see a story that has appeared on the bbc web site. I would like to present you with my view, which likely will be badly
received, but I am confident that this is accurate and verifiable. Israel requires no invitation when it comes to defending itself and maintaining its territorial security. Just like every other country and people have a legitimate right to defend itself against any attack from any external direction. This includes the Iraqi Kurds. Arabs who have been described as muddled and confused are just that. Now the moslems have been lumped into this heap and it is rather embarrassing. What do you think? Worrying about 'fictitious' Israeli involvement in Iraq (via the Kurds) is not a problem just like your message seemed to be a non story really (no disrespect at all, I am only expressing my view of the content and not you personally because I do not know you at all). Do you think America and the West need Israel to do anything in the Middle East to help or assist. I doubt it at this point. I also doubt that this 'involvement'
or participation, despite the BBC story that is carrying much credibility for you and others, if this should really be the priority. Just like eating and livinbg is the priority for the Kurds of Victoria and the countless other neglected minorities in the Middle East. They were abandoned by the countries there and one should have a responsibility to accept responsibility rather than to point the finger and worry about some material assistance supplied by Israel.
